EASY STAR BURST - 2 STEPS!
Make a new document at least 1000px square for best effect.
Make sure your new doc is 72 dpi for web or 300 dpi for print.
This effect will work for either one, but it will take longer to render at 300dpi.
First draw a bunch of lines (this is an easy way to try using the shape tool for lines or a rectangle adjusted to different widths)
Next, flatten it all down to one layer like so:
Then go to Filter > Distort > Polar Coordinates > Rectangluar to Polar. Your results:
